Mystery "Pips" on 1490khz

An informal group of DX'ers have been doing joint monitoring of
graveyard frequencies for several weeks now. Our target of choice
this week is 1490khz.

Several of us are hearing a station with a very unique TOH ID.
It consists of a series of five Morse Code "dits" sending the
character "S" ( which consists of three dots).

This is followed by a lead into the news. So far, no one has
been able to capture a voice ID for this station. It's being
widely heard on the East Coast and into the Mid-West.

This has to be local for someone and given that it's so
unusual, should be easy to ID. Can someone clear
up this mystery for us?
