I just got off the phone with an electrician and I explained my
situation and you are right, there is supposed to be voltage from one
side to ground. I asked him about the red light on the surge protector,
he said there could be a slight imballence in the power. In otherwords,
one side could be like 110 volts and the other side could be 125 volts.
But he suggested I call the power company and check their end first as
that is free. But as I explained that everything is normal in operation
in the house. I can't find anything wrong except that red light is on
the surge protector rather than green. He also started that the ground
and neutral wires could be reversed.
